Summary

The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

Approximately $3.91 billion is available through the FY 2025 CoC Program Competition. This funding serves to:

  • Promote a community-wide commitment to end homelessness

  • Provide funding to non-profits, states, and local governments

  • Promote access to and effective utilization of mainstream resources to optimize self-sufficiency

 

The following are HUD policy priorities emphasized for FY 2025:

    • Ending homelessness for all persons

    • Prioritizing Treatment and Recovery

    • Advancing Public Safety

    • Promoting Self Sufficiency

    • Improving outcomes

    • Minimizing trauma

2025 Policy Priorities:

In each year’s NOFO, HUD emphasizes specific policy priorities. Below are the policy priorities emphasized for 2025/26. NOFO/Rank & Review Committees may want to consider these policy priorities when finalizing creation of their Renewal and New Project Applications.

  • Ending the crisis of homelessness on our streets: CoCs should direct resources towards outreach, intervention, and assistance consistent with Executive Order on “Ending Crime and Disorder on America’s Streets.” CoCs should work with law enforcement, first responders, and their state and local governments to reduce encampments, public camping, and public drug use in order to address barriers to maintaining housing and increasing self-sufficiency.
  • Prioritizing Treatment and Recovery: CoCs should prioritize projects that provide the treatment and services people need to recover and regain self-sufficiency including on-site behavioral health treatment, robust wraparound supportive services, and participation requirements.
  • Advancing Public Safety: Cooperate with law enforcement to advance public safety.
  • Promoting Self Sufficiency: CoCs should partner with workforce development centers, employers, childcare, and other supportive service providers to increase employment and employment income for program participants. CoCs should prioritize projects that help lead to long-term economic independence for individuals and families.
  • Improving outcomes: Prioritize those that promote self-sufficiency, increase employment and promote treatment and recovery. CoCs should take advantage of options to reallocate, expand, or transition grants to expand the pool of providers, including faith-based providers, and improve the overall performance of the CoC..
  • Minimizing trauma: To ensure safety for program participants, CoCs should encourage providers to provide trauma informed care and ensure participant safety in programs, especially for youth and survivors of domestic violence, dating violence, sexual assault, and stalking. and access to ‘safe, single-sex spaces’ for women.

New/Updated Project Applicant Certifications & Expectations

HUD Applicant and Recipient Assurances & Certifications (HUD-424B) includes a certification that the applicant will not use federal funding to: promote diversity, equity, and inclusion mandates, policies, programs, or activities that violate any applicable federal anti-discrimination laws.

Project Review – Threshold Criteria

Project Applicants affirm that they will:

(1) not engage in racial preferences (or intentional proxies for race) or other forms of illegal discrimination and

(2) not engage in any activities under the pretext of ‘harm reduction’. HUD may also reduce or reject applications in which project applicants have previously or currently engaged in these activities.

(3) not/will not conduct activities that rely on or otherwise use “a definition of sex other than as binary in humans.”

Awarded projects will need to comply with the following:

    • will not be used to fund any project, service provider, or organization that operates drug injection sites or “safe consumption sites,” knowingly distributes drug paraphernalia on or off of property under their control,
    • permit the use or distribution of illicit drugs on property under their control,
    • or conduct any of these activities under the pretext of “harm reduction.”

Merit Review for CoC Application:

Support service participation requirements must be considered as part of local rank and review process.

To receive full points, 100% of projects must have service participation requirements (may need to attach occupancy agreements as proof). Score is based on availability of treatment and recovery services at project locations and within CoC geographic area:

    1. On-site substance use treatment available and required.
    2. Minimum number of beds (based on overall population size) is available for this purpose.
    3. 24/7 access to detox or in-patient treatment within the CoC geography.
    4. Formal partnerships with entities like CCBHCs.
    5. Recovery housing available in the CoC.
    6. Support services accounts for 30% of CoC funding.

Street outreach projects partner with first responders and law enforcement.

Score based on coordination with public safety:

    1. Cite state or local laws that cover the CoC’s entire geographic area that prohibit illicit drug use and public camping or loitering.
    2. Affirm that there is a protocol in place for enforcement of such laws across entire geographic area of CoC.
    3. Demonstrated utilization of standards including involuntary commitment for people ‘who are a danger to themselves or others’.
    4. State substantially implements and is compliant with SORNA (NYS is not).
    5. CoC cooperates and assists law enforcement in mapping and checking location of homeless sex offenders and assists or does not interfere with law enforcement response to addressing violators of public camping or drug use laws.

Participation of law enforcement, business community members, elected officials on CoC Boards.

Preference points for those that demonstrate all non-profit applicants will voluntarily verity immigration status using SAVE (4 pts).

Risk Review Additions:

Before making an award, HUD will evaluate each applicant’s likelihood of successfully implementing an award based on the criteria including the following:

  • Other public sources such as newspapers, Inspector General or Government Accountability Office reports or findings, or other complaints that have been proven to have merit.
  • History of subsidizing or facilitating activities that conflict with the purposes of the 2025 NOFO.

Tier 2 Projects Scoring on 100 Points:

50 points in direct proportion to the Merit Review Score

40 points for the CoC’s ranking of the project (the higher the ranking in Tier 2, the more points assigned)

Up to 10 points for projects that have or will incorporate service participation

Eligible New Projects:

Project types:

Support Services Only (SSO)

    • New SSO projects not dedicated to Coordinated Entry- Standalone project applications must receive at least 4 out of the 5 points available for this project type. See page 57 of the NOFO.
    • SSO Street Outreach (i.e., services for people in places not meant for habitation). Applicants will be competitive if they have a history of partnering with first responders and local law enforcement to engage people living in places not meant for human habitation. See page 58 of the NOFO.
    • SSO for Coordinated Entry (SSO-CE): allowed (to develop or operate a centralized / coordinated assessment system) See page 59 of the NOFO.

Transitional Housing (TH)See page 55 of the NOFO.

    • New Transitional Housing projects are eligible.  Because Joint TH / PH-RRH new projects are not permitted, new TH must be a stand-alone TH if applying.– New TH must provide a high level of services (e.g., 40 hours/week of “customized services” per participant – although this isn’t the only way to meet threshold eligibility), with exceptions for over-62 or physically disabled.
    • New TH projects should have a plan in place to ensure at least 50% of participants exit to permanent housing within 25 months and at least 50% of participants exit with employment income.
    • New TH Projects should be supplemented with public or private sources, including mainstream health, social, and employment programs such as Medicare, Medicaid, SSI, and SNAP.
    • Proposed projects will be competitive if they attach support service agreements (e.g., contracts, occupancy agreements, leases) that whose program participants will be required to take part in support services (e.g., case management, employment training, substance use treatment, etc.)

Permanent Supportive Housing (PSH)See page 60 of the NOFO.

    • New PH-PSH projects are eligible
    • Must prioritize elderly and/or those with a physical disability to be competitive.
    • Proposed projects will be competitive if they attach support service agreements (e.g., contracts, occupancy agreements, leases) that whose program participants will be required to take part in support services (e.g., case management, employment training, substance use treatment, etc.)
    • New TH Projects should be supplemented with public or private sources, including mainstream health, social, and employment programs such as Medicare, Medicaid, SSI, and SNAP.

Permanent Housing: Rapid Rehousing (PH-RRH)See page 62 of the NOFO.

    • New PH-RRH (Rapid Rehousing) projects are eligible.
    • Projects must provide tenant-based rental assistance.
    • Proposed projects will be competitive if they attach support service agreements (e.g., contracts, occupancy agreements, leases) that whose program participants will be required to take part in support services (e.g., case management, employment training, substance use treatment, etc.)
    • New TH Projects should be supplemented with public or private sources, including mainstream health, social, and employment programs such as Medicare, Medicaid, SSI, and SNAP.

CoC’s are required to have a documented and transparent process on how the community ranks and reviews project applications.

All applicants are encouraged to read the NOFO 2025-26 (Detailed Instructions are forthcoming).
The FY 2025-26 CoC-Program Competition is administered under the CoC Program interim rule (24 CFR part 578)
and covers the application and award process for the FY 2025 CoC-Program funds.

CoC Public Postings

Summary

CoC’s must demonstrate transparency in the local CoC competition results. Specifically, CoC’s must post on their website, at least 2 days before the application submission deadline, all parts of the CoC Consolidated Application, including the CoC Application with attachments and the CoC Priority Listing with all project applications accepted and ranked, or rejected, and notify community members and key stakeholders that the CoC Consolidation Application is available.

Once a substantial portion of the Consolidated Application is completed, CARES will post an updated version of the application on Fridays. CoC community members are encouraged to review and provide comments to CARES by emailing planning_team@caresny.org.

Within each tab in the below chart, you will find the following public postings:

  1. CoC Consolidated Application: The Consolidated Application provides information about the CoC planning body, governance structure, overall performance, and the strategic planning process. This part of the application is scored and will determine the order in which CoCs are funded.
  2. CoC Priority Listing: The Priority Listing provides the ranking of all renewal, bonus, and DV applications being submitted through the CoC.
  3. CoC Project Descriptions: Project Descriptions detail the housing and/or services provided through each project application, including both renewals and new applications.
  4. CoC Project Ranking/Tiering: The CoC Project Ranking/Tiering lists the ranking for each project application being submitted through the CoC. This ranking corresponds with the ranking listed on the Priority Listing.
