Southern Tier Entry to Programs & Services (STEPS)

CARES serves as the Collaborative Applicant for the Southern Tier Entry to Programs & Services Continuum of Care and partners with community members and local organizations to manage an effective Continuum. NY-501 Regional Continuum of Care includes City of Elmira, Steuben, Allegany, Livingston, Chemung, Schuyler Counties.

The purpose of a Continuum is to:

  • Promote community wide commitment to the goal of ending homelessness.
  • Provide funding for efforts by nonprofit providers, States, and local governments to quickly rehouse homeless individuals (including unaccompanied youth) and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness.
  • Promote access to and effective utilization of mainstream programs for homeless individuals and families.
  • Optimize self-sufficiency among individuals and families experiencing homelessness.

Rank and Review Committee: The Rank and Review Committee is responsible for the development, review and operation of the Continuum of Care’s annual Rank and Review process. The Committee is expected to: develop a Rank and Review tool that focuses on annually prioritizing projects to best address community needs, conduct in depth interviews with project applicants as needed, and use information from both the tool and interviews to draft and present the Board with a final ranking of projects for approval.

Membership:  An odd number of general members (3-5), each from different counties who do not have a conflict of interest as stated in the Policy Handbook.

Coordinated Entry Committee: The Coordinated Entry (CE) Committee is responsible for creating a CE process and is expected to: develop a unified or zone-oriented CE process that is accessible by all in need, review and recommend a CE plan to the Board for all stages of the process (assessment, referral, application, vacancy posting and acceptance/denial processes), and develop a policy and procedure manual and user guide to ensure community and agency understanding of the system.

HMIS Committee: The HMIS Committee develops plans and recommendations for review and approval by the Board of Directors and carries out action plans approved by the Board of Directors with respect to: prepare and provide data and reports to the Collaborative Applicant for analyzing and performance targets and outcomes in consultation with program recipients and sub-recipients, conducting evaluations and monitoring data quality including review of reports from HMIS, and taking action as warranted, ensuring compliance with HUD designation and operation of HMIS requirements. The committee coordinates through the participating agency leads to prepare and submit data for AHAR, HIC, PIT and system performance.

Membership: HMIS Coordinator plus one member from each CoC funded agency

County Level Homelessness and Housing Task Force: There is a Housing Task Force for each of the five counties who participate in STEPS: Steuben, Chemung, Allegany, Livingston, and Schuyler. These committees are responsible for monitoring, planning, advocating, and executing such initiatives as are necessary to shape local written policy and muster resources to assure the adequate provision of shelter and supportive services – and to integrate these measures into the overall regional strategic plan.

Planning Committee: The Planning Committee is responsible for the oversight of strategies developed by the Board to monitor and improve SPMs.   The Committee is expected to work collaboratively with the HMIS Committee and Board to regularly review and analyze SPMs and the effectiveness of developed strategies specifically the following measures: Reduction in the Number of First-Time Homeless, Length-of-Time Homeless, Successful Permanent Housing Placement and Retention, Returns to Homelessness and Job and Income Growth.

The Housing Inventory Count (HIC) is a point-in-time inventory of provider programs within your Continuum of Care that provide beds and units dedicated to serve persons who are homeless. The HIC is categorized by five Program Types.

  1. Emergency Shelter: Total number of emergency shelter beds and units that are designated to serve people who are homeless and are recognized as part of the formal homeless system.
  2. Transitional Housing: Total number of transitional housing beds and units designated to serve people who are homeless and are recognized as part of the formal homeless system.
  3. Safe Haven: Total number of Safe Haven beds and units that satisfy HUD’s standards, as identified in the 2009 NOFA.
  4. Rapid Re-housing: Total number of rapid re-housing beds and units.
  5. Permanent Supportive Housing: Total number of permanent supportive housing beds and units.


The Point-in-Time (PIT) count refers to a sheltered and unsheltered count of homeless persons.  HUD requires that Continuums of Care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered homeless persons every other year (odd numbered years). Counts are based on:

  1. Number of persons in households without children;
  2. Number of persons in households with at least one adult and one child; and
  3. Number of persons in households with only children. This includes only persons age 17 or under, including one-child households, adolescent parents and their children, adolescent siblings, or other household configurations composed only of children.

Counts are further broken down into subpopulation categories including counts of persons who are chronically homeless, persons with severe mental illness, chronic substance abusers, veterans, persons with HIV/AIDS, and victims of domestic violence.
