The FY 2018 CoC Program Competition NOFA has been posted to the HUD Exchange. The submission deadline is Tuesday, September 18, 2018 at 8:00 PM EDT and the electronic application will be available in e-snaps on or after Thursday, June 28, 2018.
FY 2018 CoC Program NOFAJune 2018This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2018 Continuum of Care (CoC) Program. HUD is making available approximately $2.1 billion in Fiscal Year 2018 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.FY 2018 CoC Program NOFA (PDF)

CoC Project Applications - Description

Project applications must be completed by project applicants for CoC planning, UFA Costs, new, and renewal project application requests. New project applicants applying for funds through reallocation, the bonus or DV Bonus, and renewal project applicants must provide a description of the proposed project including the population/sub-population they will serve, the type of housing and services that will be provided, and the budget activities that are being requested.

CoC Project Applications: Review and Ranking - Description

Project applications submitted to the CoC for inclusion on the FY 2018 CoC Priority Listing as part of the CoC Consolidated Application must be reviewed and either accepted and ranked or rejected by the CoC. All project applications submitted to the CoC will appear on one of the four CoC Project Listing forms (New, Renewal, UFA Costs, and Planning) that are included in the CoC Priority Listing. The project listing forms rank all new (reallocated, bonus, and DV Bonus) and renewal project applications in order of priority, except project applications for CoC planning and UFA Costs which will not be ranked,and identify any project applications rejected by the CoC. All project applications approved by the CoC must be listed on the CoC Priority Listing in rank order to establish the project applications located within Tier 1 and the project applications located within Tier 2, as described in Section II.B.10 of this NOFA. The purpose of this two-tiered approach is for CoCs to indicate to HUD which projects are prioritized for funding.
